From Wikipedia: Chiêu Hồi Program ([tɕiə̯w˧ hoj˧˩] (also spelled “chu hoi” or “chu-hoi” in English) loosely translated as “Open Arms”[1])

This program developed as a means to encourage defections from communist forces. The leaflets, dropped from the air, were used as passes of safe conduct for any defecting communist soldier. Some of these men went on to be Kit Carson Scouts for American and allied units.
